Stranded Dominicans wave for help from a Coast Guard helicopter. Flooding caused by Tropical Storm Noel isolated numerous parts of the country from humanitarian efforts. The Dominican government requested the help of the United States and three nearby Coast Guard helicopters began to respond yesterday afternoon.
